In the Odoo CE 12, only Inventory Manager is allow to access the Product Categories under the Inventory -> Configuration. There are occasions that a inventory user would want to access the product categories, but should not be a Inventory Manager because that will allow access as an Accounting -> Billing user.
To do it, Go to the Technical -> Menu Items.
a) Search for Inventory/Configuration and add the Inventory/User.
b) Search for Inventory/Configuration/Product and add the Inventory/User and Inventory/Manager.
